Project Manager – Federal Contracts & Operations

About the Position

HR Control Solutions, LLC (HRCS) is seeking an experienced, highly organized Project Manager to support the administration and successful performance of our federal government contracts. This individual will work closely with HRCS leadership to coordinate contract activities, manage subcontractor and vendor performance, track required deliverables, and help ensure services are completed in accordance with contract requirements, schedules, quality standards, and applicable regulations.

The Project Manager will serve as a key operational resource supporting HRCS's growing portfolio of facilities services and other government contracts.

Key Responsibilities

  • Review contracts, Performance Work Statements (PWS), Statements of Work (SOW), modifications, and other contract documents to identify requirements and deadlines.
  • Develop and maintain contract calendars, service schedules, deliverable trackers, and compliance checklists.
  • Coordinate subcontractors, employees, vendors, and site personnel across multiple locations.
  • Confirm scheduled services are completed and obtain required service tickets, photographs, inspection reports, and other performance documentation.
  • Monitor subcontractor performance and promptly escalate missed services, quality concerns, staffing issues, supply shortages, and other risks.
  • Assist with quality-control inspections, corrective-action plans, and responses to Government performance concerns.
  • Maintain organized electronic contract files, including awards, modifications, correspondence, invoices, wage determinations, insurance documents, SDS records, employee documentation, and subcontractor records.
  • Coordinate janitorial supply and equipment requirements and help ensure appropriate inventory levels are maintained at each location.
  • Support OSHA/Hazard Communication compliance, including chemical inventories, Safety Data Sheets (SDS), employee training documentation, and approved cleaning-product requirements.
  • Track contract labor requirements, wage determinations, option periods, renewals, modifications, and important performance dates.
  • Assist with invoice preparation and supporting documentation for Government payment systems.
  • Communicate professionally with subcontractors, employees, vendors, and Government representatives as authorized by HRCS leadership.
  • Assist leadership with new-contract mobilization, including staffing, subcontractor sourcing, supplies, schedules, background documentation, and startup requirements.
  • Identify potential performance problems before they become contract deficiencies and recommend corrective action.

Preferred Qualifications

The ideal candidate will have experience in project management, government contracting, facilities management, janitorial services, operations, compliance, quality assurance, or subcontractor management. Federal contracting experience is strongly preferred.

Candidates should possess excellent organizational and communication skills, strong attention to detail, the ability to manage multiple contracts and deadlines simultaneously, proficiency with Microsoft Office, and the ability to work independently in a fast-paced small-business environment.

Experience with SAM.gov, PIEE/WAWF, IPP, federal contract documentation, FAR requirements, Service Contract Labor Standards, OSHA compliance, or government facilities contracts is a plus.
